State of the Village Report 2004

Mary Jo Cusack, Mayor

Council adopted the following Ordinances in 2004:

  1. To regulate illicit storm water discharge
  2. To limit solicitations from dusk to dawn and to allow residents to place a "No Solicitation" sign in their window or on the front of their house which carries a penalty if not honored by solicitors
  3. To include landscaping materials along with building materials in those items which may not be placed in the street
The following Resolutions were adopted:
  1. To oppose "Scenic River" designation for the Olentangy River.
  2. To request that an Environmental Impact Study be done for Don Scott Field.
  3. To support light rail in the north corridor.
  4. To execute an Agreement of Understanding with Franklin County Children's Services to investigate child abuse and neglect in the Village.
  5. To codify Village Ordinances.
The following were also accomplished:
  1. Discussions with Worthington police as to ticketing:
    1. Speeders.
    2. Stop sign violators.
    3. Over parked cars.
  2. The placing of a light activator at Southington and High.
  3. The completion and continued updating of our Web site: www.riverleaohio.com.
  4. The completion of a tree planting program
  5. The printing and distribution of new Directories, 10 editions of the Riverlea News.
  6. Instructing the Planning Commissioner to obtain licenses from residents wishing to place fences at the outside of the Village easement.
  7. Cleaning and replanting the Village entry markers.
  8. Appointment of Rod Tettenhorst to complete the Council term of Mary Jo Cusack, who resigned when elected Mayor
  9. Repair and updating of lift station.
  10. Purchase of two Riverlea Village flags which were contributed by Steve Mershon and Rod Tettenhorst.
  11. The gathering of petitions to oppose the expansion and continued noise from Don Scott Field.
  12. The appearance of your Mayor before The Ohio State University Board of Trustees Facilities Planning Committee to oppose expansion.
  13. The appearance of your Mayor before the Board of the Mid-Ohio Regional Zoning Commission (of which she is a Board member) to argue that an Environmental Impact Study should be completed for Don Scott Field.
  14. The successful completion of the following recreational activities:
    1. The July 4th Picnic.
    2. The Halloween Party.
    3. The Easter Egg Hunt.

Finances

The Village stayed within its Budget and Appropriations this year. However, we did spend $17,392 more than we took in. The State cut in funding reduced our share of the Local Government Fund by almost $10,000.00. We also spent $4,800.00 on our tree program and $5,400.00 on codification. Without our cut in funding and our special programs, we would have broken even.

Long Range Plan

The following are actions which will either need to be taken in the future or may be considered in the future:
  1. Repaving the streets and replacing all curbs. This would be funded by additional millage and/or a bond issue. Estimated cost is $1,000,000.00.
  2. Replacing the Lift Station. This is on hold due to the Columbus long term plan, which includes a large sewer line from the OSU campus to Worthington.
  3. Purchasing property within the Village for a Village Hall.
  4. Pursuing whatever avenues are available to obtain better service from AEP (American Electric Power).
  5. Continuing to oppose noise and expansion from Don Scott Field.
It is recommended that prior to considering Items 1 and 3, a survey be sent to the residents to ascertain their wishes on this.

Highlights from January 2005 Council meeting

Jack Shaer was elected President pro tem of Council and then sworn in.

Council went into Executive Session to discuss the appointment of a new Council member and the compensation of the Planning Commissioner and the Street Commissioner. Council chose Pam Colwell to complete Karen German's term on Council, which ends Dec. 31, 2007. The compensation of the Building Commissioner and Street Commissioner was raised by 20 percent. New salaries are: Building Commissioner, $1,800 and Street Commissioner, $1,800.

The minutes of the January 2005 meeting and the payment of bills and financial reports were approved. The Building Commissioner reported colors and materials had been approved for one project. Lot coverage legislation will be deferred until completion of the codification project. The Marshal reported no activity by Worthington Police in Dec. They made 329 patrol checks.

The Mayor reported on the status of the University Airport expansion project. OSU does not plan to conduct an environmental impact study. Action by OSU has been delayed. She would like to delay the lift station replacement until Columbus announces plans for a major sewer in the area.

The Mayor also reported on power outages, concerns of the Public Utilities Commission of Ohio, Franklin County Terrorism Advisory Team, winter storm disaster assistance, and SWACO solid waste management plan and Columbus SAVES.

The Street Commissioner reported streets have been swept.

The Solicitor reported continued work with codification, building and zoning issues, insurance, relationship of the Village with the Municipal Court system, records retention and lot coverage. These issues await the completion of the codification project.

Council approved Resolution No. 844, a resolution withholding consent for remission of taxes, penalties and interest for real property tax exemption.

The meeting adjourned at 9:52 pm.

Welcome to the Village

Please welcome new neighbors James and Kristen Scott and their daughter Karynne, at 5713 Dover Court, formerly the home of Robert and Etta Sivier.

Pam Colwell, new Council member

At the January 22 meeting Pam Colwell was chosen by Council and sworn in as its new member. Pam replaces Karen German who resigned in December 2005.

Pam and her husband, Jeff, live at 5814 Westchester Court. She and Jeff are native Floridians. Jeff is from Tampa and Pam from Miami. In 1975, they moved to Columbus so Jeff could attend graduate school at OSU. They have moved from the Columbus area twice to live in Houston and Atlanta, but keep returning here. In 1995, they moved to Riverlea and will probably retire here (obviously they don't want to live where it is hot).

Pam is an assistant to an investment advisor and Jeff works for Battelle. They love to walk to the nearby restaurants and shops. Pam's favorite pastime is gardening.

In memoriam

Amy McKendry Clark Bader died January 19 at her home at 5803 Dover Court. She had lived in the Village for thirty years. She was a graduate of The Ohio State University in elementary education and also had a Masters degree in deaf education. Many residents will remember that Amy, although confined to a wheelchair, received the 1996 Olympic torch at Selby Boulevard and High and carried it through Worthington. Amy was a former teacher who had valiantly battled for more than twenty years a neurological affliction similar to ALS. As her neighbor Pattie Charles said, "She was an inspiration to us all."

Amy was a member of Worthington Presbyterian Church. At a memorial service held at All Saints Lutheran Church on Jan. 29, Amy was recalled as a mother, wife, parent of foster children, daughter, and sister-a truly loving and caring person. Her interests included sewing and bird watching. Her survivors include her husband, John Bader, foster son, Frank Niven, daughters Lauren Clark and Gillian (Mathew) Lehman, parents Merton and Myrtle McKendry, brothers Scott, Bruce, and Judd, and a sister, Debbie. Contributions in her name may be made to the Columbus Foundation, 1234 E. Broad St. for establishment of a bird sancturary or to The Columbus Cancer Society.

Peter Jordan Gee, formerly of Olentangy Boulevard, died January 13, 2005. He was a lawyer specializing in labor relations and a devoted Buckeye fan. Survivors include four sons who lived in the Village for many years: Peter, Stephen, Geoffrey, and Eric; also former spouse Susan Evanson.

Jane Neff Trucksis died January 16, 2005. Among her many achievements, she was curator of the Worthington Historical Society for thirty years. Throughout her life she received many awards for outstanding service to the community. Among her talents for design, architecture, and artwork was a special talent for needlework. She designed the Riverlea logo which appears on the Riverlea flag. She was instrumental in helping Renee Shannon, Rod Tettenhorst, and others who worked on the Riverlea float and flag for the Bicentennial Parade. This picture shows Jane with the flag.

Dan Noble named to Planning Commission

The Mayor named Dan Noble, 5800 Olentangy Boulevard, to the Planning Commission to replace Greg Bachmann.

Dan grew up in Dayton, Ohio, came to Columbus to attend OSU and, like so many, never left. Dan married Kay Noble, a retired elementary school principal. They have five children, one now deceased, and 12 grandchildren. They are fortunate in that l0 of the l2 are here in central Ohio. They have a swimming pool in their back yard, and they think they see the grandchildren more often than they would otherwise. Dan's interests include photography, building homes for Habitat, running or riding a bike, and trying to keep up with a newly acquired greyhound. Most days Dan can be found at the Worthington Recreation Center training for the bike ride to Portsmouth and return in May 2005.

Congratulations, Neil

Neil Mortine has been appointed to the Ohio Historical Society Board of Trustees for a term ending September 13, 2007. He has a Bachelor of Arts degree in Journalism/Public Relations from The Ohio State University and is President of Fahlgren Mortine Public Relations. He is also the Village Marshall.

He and his wife Christine live at 289 West Riverglen. Christine Shumway Mortine, founder and Music Director of the Columbus Bach Ensemble, is currently an adjunct professor at Kenyon College where she teaches voice. In addition, she most recently served as assistant conductor for The Magic Flute (Opera/Columbus) and 2002 Opera/Columbus Light Opera season. She performs concerts and recitals and maintains a private studio in Worthington.

Neil and Chris have four children: Jessica, Abby, Lauren Stohl, and Kyle Stohl.

David Tolley and Johnny Carson show

Many Villagers remember David Tolley, one of eight Tolley siblings who grew up in Riverlea and Worthington. He was plucked from the audience to play on the Johnny Carson show December 19, 1985 when the scheduled pianist was unable to appear. David was quite a hit and returned to the show a month later.

David stayed in California for 20 years, and now he and his wife and four children have returned to central Ohio. Where did he live when he lived in Riverlea, you ask? 5775 Carrington Court, now home of the Jill and Gary Bruck, and later at 5765 Dover Court, formerly home of Al and Jane Gutin, now home of Chris and Tam Coe.

Meet your neighbors

Rob and Renne Albert, 286 West Southington, were married July 31, 2004 at St. Andrew Catholic Church and the reception was at the Blackwell Inn. They honeymooned on the island of St. Lucia in the West Indies. They love every minute of being a married couple and living here. Rob purchased the house about five years ago, and they have been rehabbing it ever since. The next project is the landscaping. No pets yet, though a dog could possibly be in the future.

Snow removal tips

When shoveling snow from driveway, please do not throw it into the street. Piles of snow thrown back into the street are hazardous. To help keep snowplows from filling your drive entrance back in with snow, pile your snow on the opposite side of your driveway from the flow of traffic. If you must park your car on the street, please move it to a clear location after 2" of snowfall, so the plow can clear the area where you normally park.
